Summer Nuclear Power Station in Fairfield County, announced they have abandoned the project and will lay off 5,600 workers.  Most of the workers are highly-skilled construction workers with skills that may translate to home building and related trades.

(HDI) is seeking a self-motivated, high energy and team-oriented Construction Manager to assist in the creation of Hartness, a 440 acre master-planned Traditional Neighborhood Development located in Greenville, South Carolina. This walkable community will consist of more than 600 homes in a variety of architectural styles and types, a 180-acre nature preserve, and a quaint village center with restaurants, retail shops, offices, and civic spaces.

HDI has compiled an exclusive group of local custom home builders to build the majority of the single-family detached homes at Hartness.  However, HDI will build, or hire contractors to build, a variety of single-family homes, townhomes, condominiums, mixed-use commercial buildings, and community amenities.

Job responsibilities will include, but will not not be limited to:

• Work with the HDI team to plan and manage light commercial and residential construction projects from start to finish
• Collaborate with architects, designers, engineers, general contractors, and other construction industry professionals
• Manage the Hartness builder group
• Create and manage standard residential building specifications
• Administer residential design and construction guidelines
• Support the architectural review process
• Prepare and negotiate cost estimates, budgets, and work timetables

Department: Greenville County, SC, Planning and Code Compliance Division
Salary: $19.04/hour
Work Week – 37.5 hours

Under supervision of the Deputy Building Official, conducts routine comprehensive site inspections of residential, commercial, new or existing projects to ensure compliance with all codes required by County ordinance. High school graduate with extensive work experience in a related field. Position requires work related for a specific trade such as Building, Electrical, Mechanical or Plumbing for a minimum of five years; or any equivalent combination of experience, training and education. Inspectors must obtain one (1) residential certification within the first year, then a maximum of one (1) year for each additional residential certification. The continuing education opportunities required to maintain certifications are offered by the county.

The four required residential certifications are Building, Mechanical, Electrical and Plumbing. Inability to gain certifications within the time frame will result in employment termination. Provisional registration as a Residential Inspector by the SC Building Codes Council is required upon hire. Commercial certifications are desirable. Ongoing Continuation Education is required to keep license active. Failure to maintain license will result in the termination of employment.

Must possess a valid South Carolina Driver's License and a copy of a 10 year Motor Vehicle Record is required at time of application.

Local builder is looking for Construction Site Supervisor.

Greenville, SC based residential contractor looking for Construction Site Supervisor for Marietta, GA based projects.  The construction site supervisor will assist Project Manager (PM) in overseeing the construction activities taking place on the work site and will be involved in daily supervision of Sub Contractors.  The role is a salaried position and reports directly to the PM.  When supervisor is present, all work crews and individuals on site will take direction from the site supervisor, who is responsible for knowing what work is to be done and implementation of the necessary resources to complete the work.  In concert with the PM, the Construction Site Supervisor will plan, implement and oversee construction efforts at specific worksites. 

Specific Duties and Responsibilities:

·         Insure unit construction schedule is followed and  maintained

·         Immediately communicates any deviations to the schedule to the PM

·         As directed, contacts subs for scheduling of work on project

·         Monitors subcontractor attendance on site

·         Regular inspection of work product for quality control issues, identifies issues and directs necessary repairs

·         Monitor, manage, and direct unit “punch out” including minor carpentry work as needed

·         As directed, meets with buyers on site to demonstrate progress and quality of construction and answer questions.  Any change orders requested will be directed to PM in writing

·         Insures safe conditions on the job site at all times

·         Insures job site is maintained in a clean and orderly fashion with all materials secured and safe from weather

·         Insures subcontractors are parking appropriately as not to inconvenience existing community homeowners or hinder normal community activity

·         Receives material and matches with Obsidian Purchase Orders.  Delivers all packing slips to PM

·         As needed, facilitate with unloading of material

·         Meets with local utility companies to insure proper and timely installation of utilities

·         Schedules and meets local inspectors for progress inspections and reports inspection results to PM

·         Contacts necessary subs to schedule work to remedy any failed inspections

·         Insures timely & proper installation of buyer changes as directed by Obsidian office

Knowledge and Skills:

·         Minimum of 5 years residential construction management experience

·         Excellent written and verbal communication skills

·         Positive attitude and problem solving mentality

·         Ability to manage multiple tasks simultaneously

·         Experience managing skilled trades and non-skilled labor

·         Experienced carpenter with own tools

·         Thorough understanding of framing, electrical, plumbing, HVAC, roofing, foundation, carpentry and masonry trades

·         Ability to read and understand blueprints, schematics, and construction documents

·         Understanding of proper safety procedures and recognition of hazards

·         Ability to organize material and labor

South Carolina gained 7,600 jobs in single-family home construction in past year, according to Regional Economic Models, an economic analysis firm. Residential building permits rise 30.3 percent in the Upstate

Residential building permits in the Upstate rose 30.3 percent in the first three quarters of this year, a boost attributed to job growth. The Upstate had 2,611 building permits issued during the first nine months of this year, compared to the 2,004 issued during the same period last year, according to Knoxville-based The Market Edge, which tracks residential and commercial building trends in the Southeast.

Nationwide, building permits were up 11.6 percent last month -- the highest rise in four years, according to HUD and the U.S. Census Bureau.

Eisenberg: on jobs and foreclosures

Banks currently own 450,000 houses, 2 million are in foreclosure, and 1.7 million more have not had a mortgage payment made on them in 90 days. This adds up to 4.15 million houses. The problem is that the economy has lost 5.2 million jobs since the start of the recession in January '08. Absent those job losses, the foreclosure problem vanishes. That's why robust job growth is so critical.

The Greenville Area Development Corporation announced 3,092 new jobs in 2011, a record number and up 50 percent from 2,083 jobs announced in 2010.

Forbes: Greenville tied for first in best cities for job growth this Spring

A new report by Forbes finds that Greenville is the top city in the U.S. in expected job growth during the second quarter of 2012.

The finding is based on a survey of employers by ManpowerGroup.  According to the survey, the employment growth outlook for Greenville is impressive with 26 percent of area employers that expect to add jobs during the second quarter of 2012, compared with 2 percent that plan to reduce employment.  Greenvilled tied with Knoxville, TN, for the top spot in the report, followed by Syracuse, NY, Oklahoma City, OK, and Tulsa, OK.

NPR's Planet Money: 2 million construction jobs lost in recession; only 1 million coming back

NPR's Planet Money, with the assistance of Economist Heidi Shierholz of the Economic Policy Institute, recently looked at the construction jobs lost over the last 4 years and estimated the number that will likely come back when the economy improves.  Their finds are striking: 2 million jobs were lost, or a quarter of all construction jobs, and only half will come back.  What is even more striking is that while construction makes up just 5.6 percent of total jobs in America, they make up more than 30 percent of the jobs lost.
