Final Ruling on Appraisals for High- Priced Mortgage Loans




     WASHINGTON— Six federal financial regulatory agencies today issued the final rule that establishes new appraisal requirements for “higher-priced mortgage loans.” The rule implements amendments to the Truth in Lending Act made by the Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010 (Dodd-Frank Act). Under the Dodd-Frank Act, mortgage loans are higher-priced if they are secured by a consumer's home and have interest rates above
certain thresholds.
      For higher-priced mortgage loans, the rule requires creditors to use a licensed or certified appraiser who prepares a written appraisal report based on a physical visit of the interior of the property. The rule also requires creditors to disclose to applicants information about the purpose of the appraisal and provide consumers with a free copy of any appraisal report.
     If the seller acquired the property for a lower price during the prior six months and the price difference exceeds certain thresholds, creditors will have to obtain a second appraisal at no cost to the consumer. This requirement for higher-priced home-purchase mortgage loans is intended to address fraudulent property flipping by seeking to ensure that the value of the property legitimately increased.
     The rule exempts several types of loans, such as qualified mortgages, temporary bridge loans and construction loans, loans for new manufactured homes, and loans for mobile homes, trailers and boats that are dwellings. The rule also has exemptions from the second appraisal requirement to facilitate loans in rural areas and other transactions.
      The rule is being issued by the Board of Governors of the Federal Reserve System, the Consumer Financial Protection Bureau, the Federal Deposit Insurance Corporation, the Federal Housing Finance Agency, the National Credit Union Administration, and the Office of the Comptroller of the Currency. The Federal Register notice is attached. The rule will become effective on January 18, 2014.

Todd Usher of Addison Homes Named 2013 Master Certified Green Professional of the Year.

SOUTH CAROLINA BUILDER NAMED MASTER CERTIFIED GREEN PROFESSIONAL OF THE YEAR BY NAHB
WASHINGTON, D.C., Jan. 10  --  Todd Usher, CAPS, CGB, CGP, CGR,GMB, Master CGP, president of Addison Homes in Greenville, S.C., has been named the 2012 Master Certified Green Professional (Master CGP) of the Year by the National Association of Home Builders (NAHB).

Usher was honored for his long-time advocacy on green and sustainable design and construction issues and his focus on increased energy efficiency, improved indoor air quality and occupancy health, appropriate allocation of resources and, most importantly, consumer education.

Usher has won numerous awards from NAHB and other organizations for home design, community service and jobsite safety. In 2011, he was named NAHB Green Building Advocate of the Year for his successful promotion and practice of green building. He also is an accredited verifier for the ICC 700 National Green Building Standard.

 In addition to earning the Certified Green Professional™ (CGP) and Master CGP, Usher actively holds the Certified Aging-in-Place Specialist (CAPS), Certified Graduate Builder (CGB), Certified Graduate Remodeler (CGR) and Graduate Master Builder (GMB) designations.

NAHB’s Master CGP educational designation is earned through a combination of class work and industry experience. Designees demonstrate their knowledge and experience in the construction of cost-effective, market-appropriate choices for energy, water and resource efficiency, indoor environmental quality, lot and site development and home maintenance.

The Master CGP of the Year is awarded to the industry professional who best showcases the importance of the educational designation and promotes professionalism. Usher was the first builder to earn the Master CGP designation when it was launched in 2011.

Usher and other leading industry professionals will be recognized at the Designation Achievement Reception at the 2013 International Builders’ Show on Jan. 21 in Las Vegas.

Saturday Jan 12th Help Needed!

This Saturday Jan. 12th the HBA of Greenville and Habitat for Humanity of Greenville need your help! Your HBA has partnered with Habitat of Greenville to rehabilitate and weatherize two homes in the area. With donations from HBA of Greenville members, we have been able to help two families  have a more comfortable home.
On Saturday we will be working at 25 Cone Crest to clean up the home and put the finishing touches on it.

The connection between referrals and your HBA of Greenville

With 2013 here it is a fresh start to a new year and with that comes reevaluations of our budgets, our time, and our commitments. So, you may ask yourself what should I put more into to reap more for my company. The answer is - your HBA of Greenville! Seriously, did you know that there are many consumers and contractors that call or email the HBA every week asking for referrals?

Case-in-point, today we had a call from a consumer looking for a stair contractor.  We got to work finding all the stair companies in our membership; there are four.  But only one popped immediately into the mind of the staff member handling the consumer request.  That one stair contractor rolled off the tongue oh- so- quickly because they are visible in the HBA, not as a Board Member or because they sponsor our programs, but because they attend events and are SEEN, making it easy for staff and other members to remember their company name, owners names, and their faces. For the other stair companies we looked you up and sent your business contact information to the consumer as well, but we sure would like to get to know you better.

So as you plan your year and your commitments, please make sure that you take the time to reap the benefits of your investment in your HBA. There are many opportunities to serve on a committee, sponsor an event, or just attend an event.
