Congratulations!
Congratulations to Barbra and James Speer on the birth of their baby girl, Lauren Kate Speer! She was born on May 25th and is the fourth child for the happy couple. Both mom and baby are doing well and we wish you all the best!

New Resources for Complying with Lead Paint Rule
The National Association of Home Builders has developed two new documents to help members comply with the Environmental Protection Agency Lead; Renovation, Repair and Painting (RRP) Rule. The first document addresses inspections and the second tackles recertification.
RRP Inspections – What to Expect is based on a guidance document released in May for inspectors who conduct inspections or audits to monitor compliance with the RRP rule.
RRP Certification/Recertification Q&A is an updated resource compiling information on firm and individual renovator certification and training requirements, including recent Environmental Protection Agency action that modified the requirements of the refresher training which certified renovators must take to maintain their certifications.

2015 Building Codes Adoption
The list of modifications to the 2015 editions of the International Code series has completed the legislative process as required by law. The projected date for implementation is July 1, 2016. Any projects that have permit approval prior to July 1, 2016 may be completed using the 2012 series. I want to thank the members of the HBA Building Codes Committee for their hard work to modify the code. Their work has allowed a much more manageable code to be implemented in S.C.

In 2016, your Home Builders Association worked diligently to advance the issues most important to our members. The HBA was actively engaged in more than 170 bills during the 2015-16 legislative session to promote and protect the vital work of home builders and developers across South Carolina.
Our efforts included:
Your HBA influences government on all levels. Our goal is to protect affordable housing and to stop needless regulatory costs, which ultimately trickles down and affects everyone who works in the home.

- Successfully opposed mandated residential fire sprinklers in the building code: Over $180 million in annual savings;
- Supported a budget proviso for state-specific high wind and seismic zone mapping: Over $150 million in annual savings;
- Passed one-year Multiple Lot Property Tax Discount extension: $1.9 million in annual savings;
- Supported a bill that prohibits the abusive actions of entities commonly known as "patent trolls:" More than $500,000 annually.

Builder Ballot
The right to vote is not only a privilege, it is a responsibility that each voter should take seriously. Elections are how our country chooses the leaders who will represent our interests in the halls of government.
Your Home Builders Association has formed two Political Action Committees that raise money from our members, screens candidates, and makes contributions to the campaigns of the candidates that our Government Affairs Committee members and Board of Directors have determined will be represent the interests of the Home Building, Remodeling, Land Development, and Light Commercial Contracting industries.
Primary Election day is Tuesday, June 14. The polls open at 7 a.m. and close at 7 p.m. If you are registered to vote, please plan to go to the polls. Not registered to vote? Why not?
Don't think your vote matters? "A few years ago a few Home Builders in Dorchester County (Summerville) thought their vote did not matter," Michael Dey, Executive Vice President of the Home Builders Association, said. "The chairman of Dorchester County Council, a member of the Home Builders Association, lost by just four votes," Dey said. "He was replaced by a politician hostile to the interests of Home Builders, and the next four years were very difficult for that association," he said. "The association knew of several members, who lived in the county, who did not vote in that election." Yes, your vote does matter.

South Carolina Builders PAC is a partnership between the Home Builders Association of South Carolina, Home Builders Association of Greenville, and other local HBAs in South Carolina. Its scope is local, statewide, and legislative races.
BuildPAC is a PAC organized under Federal Election Laws and managed by the National Association of Home Builders. It's scope is Congressional races. BuildPAC does not take a position on the Presidency.
The Government Affairs Committee surveys and interviews candidates and makes recommendations for supporting candidates to the Home Builders Association of Greenville Board of Directors, which makes the final decision on local and legislative races. The S.C. Builders PAC Trustees determines contributions for statewide races, and the BuildPAC Trustees determines the contributions for Congressional races.
